The meeting was called to order at 9:34 am.

Spring Meeting Minutes:  The Minutes from the 2018 Spring Membership Meeting were reviewed, amended, and approved as amended.

Treasurer's Report:  Elliot reviewed the League income and expenses for the 2017-2018 season, noting that expenses during that season modestly exceeded income.  Elliot emphasized that team Dues and Championship Fees remained unchanged under the budget adopted at the Spring Meeting for the 2018-2019 season.   Tom outlined a proposal for the League to reimburse members for the cost to purchase the Meet Manager 7.0 upgrade.  Teams will be required to submit meet results to the League using Meet Manager 7.0.  On Motion, the proposal was unanimously approved, and the budget will be amended accordingly.

Divisions and Scheduling:  Kelly reviewed the revised Divisions and the dual meet schedule prepared by Erik.  The schedule and warm up times have been posted on the League website. Teams must communicate any agreed schedule changes to the Commissioners.

Division and Distance Meet Championships: Carl expressed appreciation to all teams who submitted bids to host Divisional or Distance Meet Championships.  The meet hosts were announced:  Washington, to be hosted by West Chester; Adams, to be hosted by Kennett Area; Jefferson, to be hosted by Boyertown; Madison, to be hosted by North Penn; Monroe, to be hosted by Pocono Family; South Distance Championship, to be hosted by Jennersville, and North Distance Championship, to be hosted by Bloomsburg.  Meet dates and invitations will be posted on the League Website.

Charlie Hartley:  Elliot indicated that the meet is scheduled for February 23, 2019, at GCIT.  He also reported that, in order to emphasize its status as a Silver Meet, the qualifying standards will be adjusted so that the fastest times will match the District Meet cutoff in each event, while the slowest times will be modified to maintain the same range used in previous years.

Officials' Training and League Clinics:  Fred reviewed the National YMCA training requirements for Level I, Level II and Administrative Officials.  He also reiterated that to serve as a Referee, Administrative Office or Meet Manager Operator at League Meets, the volunteer must also attend a League clinic each year.  Many clinics have already been scheduled and Fred encouraged teams to have their volunteers attend.  Fred clarified the "tape rule" and explained how League officials will be trained to handle the issue.  He also discussed the freestyle turn rule in the Individual Medley and Medley Relay.

Jenn explained that the League offers two kinds of clinics for Meet Manager Operators.  Volunteers who have not attended a League Meet Manager Operator Clinic since the League adopted the rule mandating such training, are required to attend a comprehensive League "class."  Volunteers who have previously attended the League class need only take a shorter "refresher" clinic each year.  Jenn urged all Meet Manager Operators to register on the website so that the Commissioners can contact them.

Commissioners:  Jenn outlined certain issues that will aid the Commissioners including: (1) Using the correct forms to download results; (2) Don't lock the results database; (3) AO's must be involved and approve all timing reconciliations and scoring decisions; (4) Make sure the Meet Manager Operator and AO have proper qualifications; (5) Make sure that League forms are available for the meet.  Jenn noted that is a good idea to train new volunteers, so long as they are supervised by a properly qualified person.  Jenn emphasized that rosters must be downloaded from the League website to ensure accuracy.  She also reported that meet templates are complete and must be used.  Rick clarified and explained the new Rule for team roster updates. He explained that rosters can be updated through the Wednesday before a meet, so it is important to check the date on any roster before using it.  Rick also explained the meet verification procedure, and he reviewed the difference between "mini" and "full meet" protests.  Rick urged coaches to communicate before each meet.

League Calendar:  Elliot reviewed the League calendar and highlighted key dates including the deadline to submit the initial team rosters. 

State and National Report:  Tom identified the persons serving on National YMCA committees, regional representatives, and described the roles of these groups and individuals.  He also provided website and other resources.  Tom urged all coaches to register and get necessary certifications as soon as possible to avoid additional fees imposed to be on the deck at the National meets.  Tom also outlined National YMCA guidance on "safe sport" noting that final decisions regarding protection of swimmers will be made by individual YMCAs. 

Website:  Tom emphasized the importance of registering on the League website, and reiterated that the coach responsible for each team should be designated.

Announcements:  Ambler is seeking a Head Coach.
