BOARD OF DIRECTORS´┐Ż MEETING MINUTES
December 11, 2017

The Meeting was called to Order at 6:35 pm.
Minutes: The Minutes from the November 11, 2017 Board of Directors' Meeting were read, amended, and approved as amended.
Financial Report: The Board considered the Treasurer's summary of recent transactions and the current funds available. The Treasurer's report was approved as presented. The Board discussed timing of invoices for League clinics and agreed that the first such invoices should be issued by mid November of each Season.
Championships: Carl reported that all but one Divisional Championship meet invitation was ready for posting on the League website. The final invitation should be ready by the target posting date of January 1. Carl has been working with the Distance Meet host on several issues including the order of events, cost of awards, and other requirements. The invitation for the Distance Meet should be ready for posting by January 1.
Commissioner Reports: Rick observed that many clubs were conducting meets without Administrative Officials or Meet Manager Operators who attended the mandatory League clinics. Although the Board discussed the clinic requirements for more than one year after the members adopted Rules requiring these officials to attend an annual League clinic, continuously posted the requirements on the League website, and offered numerous clinics, it appears that many volunteer officials were not aware of the requirement. The Board discussed ways to increase awareness of the clinics, which have helped to improve the accuracy of meet reporting and individual swimmer times. The Board also discussed improving its administration of clinics and accurate reporting of volunteers who have attended the League clinics.
Officials: Fred reported that 105 volunteers attended League Referee clinics, which was comparable to the number who attended last Season. The number of individuals who attended the Administrative Official clinic was comparable to last year. However, fewer volunteers attended the Meet Manager Operator clinic this Season compared with last year. Fred explained that there was some confusion about the interpretation of the backstroke turn in the Individual Medley and Medley Relay. Fred will prepare a clarification and reminder of the how the Rule is to be applied.
Rules: The Board debated a proposal to shorten the time frame for a swimmer to be eligible to swim for points after the roster is updated. The present Rule requires that a swimmer be added to a roster at least 8 days prior to a meet. Considerations include sufficient notice to dual meet opponents and other teams in the division. The intent is to propose an amended Rule for consideration at the Spring League Meeting.
Other Business: The Board discussed increasing challenges recruiting volunteer officials. The requirement for background checks, the number of required classes and clinics may be having an impact on volunteerism.
