Fall League Meeting Minutes
September 23, 2017
Elliot Berton called the Meeting to Order at 9:35 a.m.

Board Introductions: Elliot introduced the Board and described each Board Member's responsibilities.
Spring League Meeting Minutes: The Minutes form the 2017 Spring League were approved as presented.
Finance: Elliot summarized the League budget adopted at the Spring Meeting. League dues and Championship fees remain the same as the 2016-2017 season. The due date to pay League Dues and Championship fees is October 23, 2017.
Scheduling: Erik reported that Allentown's teams have merged with Bethlehem and that Western has joined the League with one Boys' and one Girls' team. Erik explained the resultant adjustments to the Divisional alignment and Dual Meet schedule. Erik also explained that some Divisions will have unbalanced schedules and reiterated that team and age group standings will be determined by win percentage.
Any changes to meet dates or warm up times must be by agreement of both clubs and reported to the Commissioners.
Commissioners: Rick reported that the number of post meet timing errors were way down last year as a result of League clinics for AOs and Meet Manager operators. He gave kudos to the table workers for a great job!
Meet results are due by Sunday noon following the meet, except for meets held on a Sunday, in which event results must be uploaded by Noon on Monday.
Rick requested that results be posted in the correct format and reminded Clubs that meet paperwork should be kept until the end of the season.
Rick reported that the new meet templates will be completed shortly and available for use. It is important to use the current templates. Teams who wish to change the date or start time of a meet are required to submit written consent from BOTH coaches to the Commissioners.
He reviewed the Meet result verification procedure and explained that notice of any changes will be sent to the designated head coach for each participating team, the Meet Referee, AO and Meet Manager Operator. For this reason, it is important to designate a head coach for each team, otherwise, such notices will be sent to every coach registered on the League website.
Championship Bids: Carl thanked the teams who submitted host bids. The successful bids were:
- Madison-North Penn;
- Adams-Kennett Area;
- The dates for each meet were also announced and shall be listed on the League calendar.
Charlie Hartley: Mark reported that Ridley is again hosting the meet on February 24, 2018 at GCIT. Qualification standards have been adopted and are posted on the League website. Initial entry files are due on February 15, 2018.
Officials: Fred reviewed the Officials' certification requirements including the procedures to qualify as a YMCA official and the League's requirement to serve as a Referee, AO or Meet Manager Operator.
Fred identified instructors for YMCA training and for League clinics.
Fred reviewed the USA tape rule and described how the Rule will be administered in League Meets. Also, Fred reported on an adjustment to the Rule for the freestyle leg of the Medley Relay or in the I.M. The swimmer must be on the breast before they initiate any kick or stroke.
The Referee clinics will include instructions for running a paper meet in the event of a technology failure.
Bert summarized adjustments to AO and Meet Manager Operator clinics. Bert is the League coordinator for AO clinics and Jenn Woods will coordinate Meet Manager training. All clinics will be listed on the website.
League Calendar: Elliot reviewed and highlighted key dates on the League calendar, including the November 3, 2017 deadline to submit rosters. Elliot reminded those teams who will be holding a Meet in October that they must submit rosters at least 8 days prior to the competition date, and emphasized that rosters may be updated as the season progresses.
Website: Elliot reiterated that the website is our primary method of communication. Therefore, Coaches should register and each team should designate a coach who will be responsible for communication on behalf of each team (eg: Adams Girls Head Coach).
Each member should review the website to make sure that the coaches and team representatives listed are current and correct.
Elliot noted that Tom Warrick, the League webmaster, is keeping a times database. The calendar is updated periodically, so please make use of it.
Elliot shared a message from Mike Gobrecht, the Regional representative for our League members, and highlighted available resources including National Y websites for officials and coaches.
