Fall 2016 Meeting Minutes: Approved as amended.
Welcome New YMCA: Western Family YMCA was welcomed and approved as a new League member.
Elections: The Board proposed a slate of candidates for election to the Board of Directors. The open Board position for an Aquatic Director Representative position was explained. The candidates for the Board were elected by acclamation.
Division Championships: Carl reported that the hosts of the various championships did a great job and gave them a round of applause. Bob Rawa brought up a few glitches North Penn experienced running its first ever Divisional Championship meet. Elliot reported that the Board has already scheduled a meeting to work on some of the issues mentioned.
Charlie Hartley: Mark thanked the coaches, parents, and swimmers for a very successful meet and reported that next yearï¿½s meet will be February 24 at GCIT. Lou Petto questioned why District qualifiers can come to this meet and requested that they not be eligible. Dennis Drake asked about Charlie Hartley and Fred Polaski shared his recollections of this long time League volunteer.
Commissioners' Report: Jenn reported that the benefit of the training clinics has been effective in reducing problems with meet results. She also said the number of timing resolutions was greatly reduced. Jenn repeated that meet files need to be submitted in the correct format. A question was raised about the necessity of the AO position. The Board explained that the USA Swimming Technical Rules require an AO, who is responsible for the accuracy of meet results.
Financial Report: Pat presented a financial report. He explained that the Charlie Hartley expenses are offset by income to the League from the meet host. Championship meets and annual League expenses were as expected, however expenses increased from prior years due to the new AO and Meet Manager Operator clinics. Overall, the League income and expenses were as expected. Pat summarized the proposed 2017-18 budget which did not seek to increase League dues or Championship fees. The League will not seek splash fees for participants at Divisional Championship meets, though there will still be a splash fee payable to MidAtlantic. The proposed budget included a $1,300 deficit of income to anticipated expenses. The budget was unanimously approved as presented.
Officials Training: Fred explained that there are 2 types of training. In addition to YMCA Swimming requirements, the League mandates that Referees, AO's and Meet Manager Operators attend an annual clinic. A fine will be imposed if a Penn Del certified Referee, AO and Meet Manager Operator does not serve in each of those roles at each Penn Del meet. Jenn reported that next year the League will offer 2 types of AO and Meet Manager Operator clinics; one for those who have not previously attended a League clinic, and another shorter session for those who have done so previously.
Scheduling: Erik welcomed Western Family YMCA back into the League, and proposed to place its teams in the Adams Division. He asked that any special scheduling requests be sent to him by July 15.
Championship Bids: Carl reported that members could submit bids to host Divisional Championship meets now. He also indicated that the Board was soliciting bids for a distance meet which could be scheduled for January 28, 2018. Divisional Championship bidders should plan for 3 sessions due to the large number of swimmers. Kim Evans suggested that the younger swimmers be in the A.M. session with the older swimmers in the P.M. session. The deadline to submit Divisional Championship bids is September 8.
League Calendar: Elliot reviewed the League Calendar and highlighted key dates. He stated the Fall Meeting will be September 23 which is also the deadline to pay League dues and Championship fees. Rosters must be submitted by November 3 and the first dual meets will be scheduled for November 11. Elliot suggested that members submit Rosters early so that any uploading issues can be resolved before the deadline.
Website: Elliot reported for Tom concerning the website uses, postings, and additions. He urged Members to review contacts and submit corrections. Identifying the coach responsible for each team is critically important.
State Committee Report: The District and State meet dates were discussed. Qualifying times have been posted. The YUSA websites were listed. The Virtual Meet will run from October 21 thru October 29 and Tom urged more participation.
