New Member: President Berton announced that Brandywine Delaware petitioned to join the League. Coach Derek Farrar gave an overview of Brandywine Delaware's swim program. On motion Brandywine-Delaware was unanimously welcomed as a League member.
Spring Meeting Minutes: The minutes from the 2015 Spring League were reviewed. On Motion, the Spring League meeting minutes were unanimously adopted without amendment.
Treasurer's Report: Pat reviewed the '15-'16 budget adopted by the members at the Spring League meeting, and outlined income and expenses thus far. Pat outlined a proposal to supplement awards offered at Divisional Championships to include "bag tags" for all participants and summarized the estimated additional cost to the League. Pat emphasized that the additional expense to purchase bag tags would not require an increase to League dues or Championship fees. On motion the proposal to amend the League budget to include the cost to purchase bag tags as a supplemental award at League Championships was unanimously adopted.
Rules: Proposed rule changes were presented including an adjustment to allow swimmers up to age 21, who have not participated in college swimming, to compete in League meets. Elliot observed the Rule change would conform to eligibility requirements for District and National YMCA competition. In addition, the Board proposed to re-title the 'scorer' position to 'meet manager operator' as a required volunteer at Dual meets. On Motion, both Rule changes were unanimously approved.
Scheduling: Erik presented the '15-'16 Divisional alignment, highlighting certain changes resulting from Brandywine-Delaware's admission to the League. Dual and Tri meet schedules were circulated. Erik noted that meet warm up times were due and missing for some teams. He also reminded teams that any schedule changes must be approved by both coaches in writing and given to the commissioners. Erik observed that he created his own email mailing list. So anyone who did not receive Erik's emails should contact to be placed on the email list.
Commissioners' Report: Jenn reported that the main issues faced by the Commissioners are: 1. Timely roster submission, 2. Coach contact info, and 3. Regular and mini protests. Rick explained how Rosters are used to verify meet results, and Jenn explained that contact information is important for notification of any adjustments made during the verification process. Rick pointed out that most issues identified during meet verification could be corrected at the scorerï¿½s table at the conclusion of each meet. Rick urged coaches to assist the AO and meet referee to resolve issues identified in the post meet exception reports.
Championship Meets: Carl thanked those Y's who submitted bids to host Divisional Championship meets. Carl announced the successful bids as follows: Monroe-Wilkes Barre; Madison-Upper Bucks; Washington-Reading; Jefferson-Boyertown; and Adams-West Chester. He also reported that the due date to submit meet entries will be moved up a week to comply with Mid-Atlantic review procedures. The Board clarified that seed times and entries may be updated after the initial submission deadline.
Charlie Hartley: Mark reminded everyone that the meet premise is 'to allow silver level swimmers a chance to swim in a large championship meet." This year's meet is tentatively scheduled for February 20 at GCIT, though may need to be rescheduled if GCIT again gives that date to another meet. The qualifying times have been updated and are on the templates.
Officials: Fred reminded participants of the qualifications to serve as a Level 1 (stroke and turn) and Level 2 (starter or referee) official. Certifications are good for 3 years. He stated that YMCA official certification and re-certification classes have been scheduled and are listed on the website. Fred also underlined the additional Penn-Del requirement that Referees attend a League clinic every year. Elliot pointed out that using a Referee for a Dual meet who had not completed the League clinic was a serious violation of League Rules. Fred summarized the cost of the various classes. Fred explained that this year, a non mandatory clinic would be offered for Administrative Officials. Fred invited Yï¿½s who wished to host certification classes or Referee/AO clinics to contact him directly.
Meet Manager/Scoring: Jenn has scheduled two hands on clinics for Meet Manager training to be held at the Upper Bucks YMCA at no cost. The focus will be on how to run a meet. Those wishing to attend either clinic should contact Jenn directly.
Website: Tom reported that coaches need to make sure the information on the contact section of the League website is accurate and complete, so that coaches can communicate with each other and the League. Each individual must register him or herself on the website, after which Tom can make adjustments to the Contacts section of the website. Coaches should indicate which team or teams they are leading so that the correct person can be contacted to discuss or reschedule a meet.
National YMCA: Tom reminded everyone that the District and State meets are run by the Pennsylvania Swim Committee, not Penn-Del. The new regional rep is Mike Gobrecht at West Shore Y. Tom also listed the National and State committees/boards on which he serves. National Team and coach registration is due by December 1. The annual team registration fee went from $30 to $50 this year.
District Qualifying times are set by the Pennsylvania Swim Committee and have been posted.
Calendar: Elliot reported that the calendar is on the website. He emphasized that the deadline to submit rosters is November 5th even if a team does not swim on the first Dual meet date.
New Business: Tom and Erik described changes to the District and State meet formats and the reasons for the adjustments. Because of numbers, the Central District Meet will have 1 session on Saturday and 1 session on Sunday. The East District sessions will remain the same.
In response to a question, Elliot explained that the League would not issue guidance for compliance with amendments to State law requiring volunteers to complete background checks. Each meet host must establish its own procedures to comply with all State and local laws.
A request was made to leave some prior year swimmer times on the website.
Bob Heebner also announced that Tri Valley would host a special Distance Meet at Kutztown University on February 28, 2016 which will provide League swimmers with an opportunity to qualify for post season meets in longer distance events including the 1000 and 1650. More information about the Distance meet will be provided.
